From what I understand, if you're a "foreigner" in the country, must an "invitation" first through the application and the payment and Visa accepted.
Unfortunately, no.
The Philippine population is one of the few states which are not a visa for Jordan upon arrival at Amman airport. You need to jump through a complicated process by the Ministry of Foreign Affairs. Also, the message is not a visa, but you can tell more about the process.
If you are in Amman (as I know it is a capital of Jordan), why you need a visa to come here?
